You might think this is a rare or isolated case, but you would be wrong. Solitary confinement is widely used in New Mexico, with the average length of stay being about three years. Amnesty International, the American Civil Liberties Union, the United Nations and the European Court of Human Rights have all declared any length of stay longer than 15 days to be a form of torture (some say three days is the limit).
